After the assignment of resources to the project, Mentats begin the complicated process of preparing the project to break ground with the fastest possible time. The original plans for construction would see the project completed in a further 6 months (3 turns), but with the offer of slave labour in the amount of 5 units, and if no regard is made for the wellbeing of the slave, it is estimated work could be completed within 4 months (2 turns); however a high quality of the work cannot be gauranteed under such circumstances but construction engineers believe it would be of adequate quality.

Reclaiming Ecaz after House Poritrin's rule, House Ecaz wastes no time in demonstrating to the nobles that it remains on top of matters and issue pertaining to the needs of their newly acquired fief. Allocation of the necessary raw materials for the sustainment of the Industrial infrastructure should see the mechanised economy sustained at peak levels over the coming year.

Ecaz's Industrial Core has been paid until July 10.192

Stefano's plan is not well received by diplomatic experts nor the Cultural Ministry, but only due to the scope of the scheme. The process of visiting every capital world of every Great and Minor House in the Imperium would take years to complete, even if the exhibits were displayed for a few days on each world. The Imperium, composed of hundreds of Houses would take, at Mentat estimation, 5.6yrs to complete with a one week showing on each homeworld, give or take six months depending on Guild schedules, and cost a total of 348,000 solarii (348s) in transport fees, with a further 12,000 solari (12s) for the hosted event on Velorum sometime in 10.196.

Advisors suggest reducing the scope of the plan to visiting prominent homeworlds of the Imperium, of which there are thirty two considered to be of great significance within the Landsraad. If such an option were taken, then the travelling exhibit would take 8 months (4 turns) to complete at a cost of 84,000 solarii (84s), with a further 12,000 solari (12s) for the hosted event on Velorum in April 10.192.

Any and all rumours of my death have been greatly exaggerated. Once again apologies all, however today has been a turn in the corner for me. Why is it GMs always get swamped IRL? Anyways, I have just submit my last briefing on a terrorist attack for what hopefully will be a while, and I now have the time to do rulings. In fact, I have all of tomorrow off...well, excluding the night, I have to be on duty at 5:30pm, but that leaves the entire day for me to sit back, relax and read what you crazy kids have been up to with your factions. At the same time I'll be able to knock over most, if not all of the rulings.

Remember, the rulings are now posted en masse, so if no rulings appear tomorrow, be assured that they are being written, but they won't be posted until every single one has been written, in which case they all will be posted on Saturday.

Sacrifices to the great GC and RGM will be looked upon favorably.

The frosty reception experienced by Arohrn Kage is mirrored by his first round of talks with the various parties on this Ixian 'outpost', for that is how they perceive their treatment at the hands of the Confederacy. Whilst Kage has focused his efforts on how best to include the Hagalians in the Confederacy, he has become increasingly aware of their desire for greater autonomy. Whilst the planet has rich mineral wealth, it is widely felt by the native population on Hagal that their natural resources have been extracted and the wealth siphoned off to fund the prosperity of IX at their expense. Hagal endures a substantial imbalance between import and export markets: just enough food imported to feed the locals, and a few other goods besides, and massive exports of minerals. Sentiment naturally perceives this arrangement to be entirely unfair. IX prospers from Hagal's jewels, whilst Hagal is neglected by the Confederacy. There seems little benefit, so Kage has now realised, in Hagal remaining part of the Confederacy.

The governor of Hagal is caught between imposing law and order on a populace in the name of the Confederacy, yet allowing them enough freedom to protest without jeopardising the authority of the Confederacy under whose name he governs. There are signs that the pressure may lead him to seek a more 'nationalist' solution; Kage notes in his report back home that rogue planetary governors have been the downfall of many a regime elsewhere in the Imperium...

Whilst the support of Rom Kobat, a former Executive Director, to the newly invested ED has given at least a measure of reassurance to Hagal, there is far more which needs to be done.

The Confederacy must choose between a path of greater autonomy for Hagal, or enforcing the rule of the Confederacy upon this planet. Both are inherently dangerous, of course. Investment alone will do little to resolve the political tensions which are deep rooted. Once a true course of action has been determined, then the microcosmic issues may be considered.

Diplomacy and subterfuge are essentially the same concept, the former is simply more polite that the later.

"I love pomp and ceremony," Stefano remarked to Lady Karia with an almost glee-like tone that put the Foreign Minister off for a moment. "I do so fondly remember all those court parties on Kaitain in our youth."

"Yes, like the time you threw a man off a balcony and I was almost raped," replied Karia sourly.

"Do not let such trivial incidents cloud your enjoyment, cousin," countered the Marquis. "Besides, alcohol makes people do unwise things. In any event, this new diplomatic initiative of ours will result in no homicide of any kind, I assure you."

The Marquis' strategy was two fold. First, he had organized a special tour by a select troop of the Diplomatic Corps along with the Cultural Ministry that would traverse the capitals of all the Houses, Major and Minor, ostensibly to promote awareness of Ordos culture and history. Despite the Imperial-wide perception of the Ordos being avarice-driven snakes living in dark holes beneath a frozen wasteland, their House was one of the most ancient and had an artistic history that stretched across ten millennium. A suitable budget had been allocated to fund the endeavor.

"And the cultural tour is not riddled with Maskirovka agents?" asked Karia.

"No because everyone would suspect that," said Stefano. "You've made the arrangements on Velorum?"

"Yes. The cultural tour will arrive there late in the trip, so as to not appear conspicuous. I've also personally overseen the organization of the grand diplomatic gala being held there. Invitations have been sent to all the relevant nobles and to all merchants and high-echelon craftsmen and artists of note, and invited delegations from all other Houses that maintain a diplomatic presence on Velorum."

"There is to be no subterfuge of any kind at the gala on our part," instructed Stefano. "Nothing directed at the Venport. If the Baronet suspects us to undermine his rule then he will be carefully watching. Real diplomacy for the moment, wine and dine the Venport movers and shakers within the context of acceptable and honorable negotiation."

Summary:
  • House Ordos organizes a cultural tour of all House capitals to promote Ordos history and art. Velorum will be included near the end of the tour.
  • Hold a lavish diplomatic gala on Velorum, invite all the movers and shakers of note within House Venport, and representatives from the embassies other Houses have on Velorum.
  • House Ordos will continue a policy of cautious diplomatic engagement with the Venport
  • Spend two diplomatic pool points
