RGM is still here, naturally. Just run ragged at the moment with a lot of stuff going on demanding my attention. Not to fear though, with the division of work between the GC and myself, the workload is fairly evenly distributed now, meaning rulings should happen faster, and be less reliant on one person to get them done.

Title: Special Forces Academy
Type of RP: Consensual (Internal)

Story:

More papers, more signing, more approving. Duke Leto knew the importance of the many reports on his desk, but he was unusually tired this day. The clouds had rolled in from the sea, and the dark sky wasn't the sole damper on his mood.

He had woken up this morning with a bizarre stiffness in his knees, which his medical advisor quickly attributed to stress and minor sleep deprivation. However, the Leto believed it was a sign of his old age. With a sigh, he reached for the next stack of reports.

Hmmm. This should have been taken care of without a follow up report. He thought to himself as he read of Eduard's latest plan associated with the proposed special forces academy.

Duke Leto approved the plans, as he unconsiously massaged his knee.

Summary:
  • Duke Leto allocates 320(s) to the Special Forces Academy.

Request for an audience

Ruler of a thousand stars, Baroness Zoya Alexin humbly requests an audience with a member of the Imperial House who has the authority to issue warrants for the arrest of several individuals that we believe pose a threat to the stability of the Imperium.

We wait with baited breath to provide our reasoning for the issuing of this warrant to be of import to His Majesty.

Title: Promoting those worthy
Type of RP: Consensual (Cross-faction)

Story:

The reports read clear and the Emperor could do little but smile - it had worked perfectly. The Poritrin had been removed from Ecaz, promoting the return of House Ecaz to their rightful home. Even now their people would be in celebration and the word of how Shaddam had aided in this task would be promoted throughout the Empire. It was a double edged sword promotion - showing that those that served the Throne would recieve benefits, and those that fell from grace would lose much.

Shaddam waved an aid over, the middle-aged man was dwarfed by the size of the Sarduakar royal guards around the Emperor. "Summon the Lord and Heir of House Ecaz to Kaitain. They may be busy but their Emperor wishes words with them."

The aid nodded and removed himself from the court room, leaving the Emperor to ponder on how the next meeting with House Ecaz would conclude... and how the Landsraad would react.

Summary:
  • Shaddam organises the Ecaz Lord and Heir to return to Kaitain for a formal meeting.
  • No ruling required at this time.

Title: Imperial Deployment, Giedi Prime
Type of RP: Consensual (Cross-faction)

Story:

General Marcus looked over at the remains of the Imperial CP near the Harkonnen capitol starport. The prefab storage buildings, quarters and command centres had been torn down and the defense lines the Sarduakar had produced upon their arrival had also been taken apart. Lineing the starport was row upon row of Corrini frigates, each with thousands of troops moving in perfect sync up the loadings ramps.

The Lion banner of House Corrino continued to wave with the wind and would remain until he, the last remaining officer, took his place on the command frigate.

He summoned his aid. "Despatch to House Harkonnen Guard: Sarduakar hand over full control of Giedi Prime. Extend the Emperors compliments."

Summary:
  • Two legions of Imperial forces withdraw from Geidi Prime, handing over all control to House Harkonnen.

As Aiantis has noted, Summer periods are often hit and miss: we get a lot more casual short-term players signing up and disappearing after a few months, and our longer term player base seems caught up with RL pressures (of work, family, etc), so Summer is usually a bit of a lull. Add to that the change-around with GMs, and reduced availability on our part, and it may put people off participating fully.

I'm around a little more these days so don't feel you can't approach with questions etc.

We're moving in the direction of trimming down the player base in any event, so we have a core group of active players rather than our historical large group with several inactive players. I'll likely hold another participation quorum in the next month or so, and then actively work on recruiting to the important factions.

I know for one thing that summertime hits everywhere and everything slows down. People are gone for long periods of time or spending their time doing other stuff. If they have kids they will have them at home 24/7 and as there are less people working at the office or other workplace that means the others have to work harder.

In other words, patience is in order and we just need to wait for the sun to migrate south again before you can really tell who's still here and who's not.

Out of interest, how many players are active? I mean I can only count 5 which makes the game very difficult to play on an imperium level. Even at sysselraad level it's pretty unworkable... Or is my count of 5 way off?

And if not are there any ideas on how we can boost player numbers?

Title: Establishing a garisson
Type of RP: Consensual (internal faction)

Story:

“Keeping the food safe is going to be difficult ma'am, stopping people from hoarding will be near impossible” the blonde haired Sophia said as she consulted her mental notes, “The majority of our security forces are based at this star port protecting yourself and the food chambers, the construction site and camp is at serious risk of becoming a criminal hive and as with all criminals they'll turn their attentions away from exploitation and towards stealing from the establishment”

“Establishing establishment” the young Baroness said casually, “Well I told you my uncle would provide any security for the deliveries you believe necessary, so why are you telling me this?”

“Because ma'am, your orders were for him to provide security for the convoys and that will be insufficient. We need a comprehensive police force that is both capable of policing the planet and that are able to police the planet”

At this the young Baroness laughed out loud, in genuine amusement before standing up and telling the mentat to follow her, they moved to one of the few windows available to the young Alexin leader that offered her a view of the peon camp and showed the trail that led towards the construction camp.

“In the camp that surrounds us are several thousand peons, our estimates vary wildly. The most optimistic suggest there are five thousand peons here and about one thousand on the construction site. More realistic estimates suggest there are as few as three thousand peons here and a thousand on and around the construction site. Now I can feed the lot, and for a reasonable amount of time”

Sophia nodded and looked inquisitively at Zoya.

“The point I am trying to make mentat is that I can only feed them. I don't have the funds to raise a garrisson, by the gods I doubt I have the funds to buy any more food once our stockpiles run out. A garrison would cost what? 25,000? That would be crippling at this point! Had we not lost so much to Stefan I'd have established a garrison as soon as we set foot upon this world but it cannot be done”

“I respectfully disagree, we have the funds and as you've said we have sufficient food supplies to feed the peons. The garrison can assist in the construction of the town and we already have enough equipment to begin farming our own food after the town is completed. Which means we can sell any excess and begin making a profit”

The young Alexin matriarch considered the proposal and could find no immediate flaw in the plan. With a garrison to maintain order and help with construction and then setting up farms they could quite easily sell large portions of their remaining food stockpiles, keeping enough left in case of emergency and then survive on their own crops. From their the profits from selling off the majority of her stockpiles could be reinvested in the farming industry until it became a source of income.

“I shall speak with my uncle”

Summary:
  • A garrison is established on Gansireed
  • Once raised the garisson is to protect the Alexin food supplies
  • Once raised the garisson is to protect the Alexin food convoys
  • Depending on troop numbers the garisson will also be expected to assist in the construction of the new town (topic: viewtopic.php?f=126&t=1988)

Type of RP: Consensual (Internal)

Story:Simon looked on in approval as the craftsmen labored behind the privacy barrier that had been put up to keep the memorial as secret as possible until its inveiling. They were truly out doing themselves. While it might pale compared to some projects on Kaitan, he was quite certain that it spoke with an eloquent simplicity that most of the others did not. In other words, it was fitting for it's purpose.

"Put the finishing touches on it then," he told the foreman of the crew. Make sure it is ready for His Majesties personal inspection."

Leaving the men to their task Simon took his leave of the work site and returned to the Ecazi estates in the capital. While the finished the physical aspect of the memorial he still had to see to it's eventual showing to the populace at large.

Summary:The memorial project started by House Ecaz should be complete by now. Providing all has gone as planned then it will be opened for inspection by the Emperor, or His delegates and then a grand opening for the rest of the nobility to view at their liesure.

Title: Recruitment drive
Type of RP: Consensual (internal faction)

Story:

The star port was a hive of activity as the Baroness and her entourage of guardsmen, mentats, her uncle and hangers-on walked through it. She glanced over her shoulder as they made their way towards the food chambers, she and Ludwig always made a point of dropping in unannounced to keep security on their toes.

“Sophia?”

“Baroness?”

“You and Ludwig will remain, the rest of you may leave” It wasn't a request, and the additional mentats and hangers-on were left behind. “It's time to sort the useful members of our society from the useless”

They rounded another corner and came to the entrance of the foodstuffs chamber, the guards on duty snapped to attention and held themselves like statues. Two of the guards who protected the Baroness knew the drill and stopped short of the door, making sure the two guardsmen didn't attempt to signal any friends that may be pilfering supplies.

Once inside the first chamber the rest of Zoyas' security swept off to inspect the containers, and make sure they were all sealed. The young Baroness took the opportunity to return her attention to Zoya.

“Sophia you have two duties. The first is to arrange work for every peon. They can work in construction, medicine, the guard or sanitation. Those that work are to be given their required daily calorie intake and work back to back 12 hour shifts, coordinate the number of workers with my uncle. He will make sure the correct amount of food is delivered to the workers. You are free to determine how the food would be best distributed”

The mentat made her mental notes and nodded, “Yes ma'am”

“Report anyone who doesn't work to the guards, they shall arrest them and make them slaves for 2 months, feed them whatever keeps them on their feet and working but make sure they feel hunger. They're to work 15 hour shifts. Their tents are to be confiscated, when they sleep only a thin blanket to warm their miserable hides. If they survive their two months slavery, offer them work again.”

As with all Mentats every possibility had to be considered, "And if they refuse ma'am?"

"Slavery for life"

"And if they attempt to flee?"

"Stoning, by any slaves known to be their friends"

******************************

Sophia spent the better part of two hours working out how to keep the slaves, when she was done she presented the details to the Baroness who signed off on them.

Summary:

  • Every peon is to be offered work in either construction, medicine, the house guard or sanitation.
  • Anyone who freely accepts will be assigned to whatever task is available in their chosen field (eg. Sanitation > Cleaning filth from the streets) be given full food rations
  • If there are no roles available in their chosen position they are to be offered work in another position
  • Anyone who refuses a position is to be made a slave for two months and will be forced to work in whatever positions need filled, in order of unpleasantness (eg, cleaning latrines would take precedence over cooking food... And hands would have to be washed if a slave were to move from one duty to another)
  • Slaves will have tents confiscated and may only have a blanket to keep them warm during the night
  • Every slave shall wear a collar that is inscribed with the words: I refused to work for my food, so now I'm forced to work.
  • Slaves are to work in groups of 12, each group has a unique number that is also marked on their metal slave collar, so groups can be identified
  • Any slave attempting to flee or return to the ranks of non-slaves is to be beaten to death by his/her fellow slaves

Title: A whole new world
Type of RP: Consensual (internal faction)

Story:

Walking through the construction site, Baroness Alexin sighed at the dismal sight. She glanced at her uncle and he replied with an understanding nod but the party continued in silence. The slow process was bad enough but the crippling inefficiency and incompetence of her House was another, and it was the latter which plagued her thoughts. Around her she could see nothing but starving men, women and children struggling to survive.

In comparison Zoya and her entourage were well fed, well rested and an outsider comparing the two groups on appearances alone would surely think them two completely different species. The group rounded another corner and left the construction site before stepping aboard a 'thopter that would whisk them back to the star port and their temporary accomodation.

As the 'thopter flapped it's way towards the star port the group sat in silence. Most looked guiltfully at the deck plating, not that guilt would stop them from eating like kings back at the star port. The young woman stood up and kept her balance as best she could.

“Well I think we can all feel shame at what we have just seen, and from the reports I receive I think we can all acknowledge that the House guard won't protect what few of us are left should the mob finally snap”, she allowed the terrible mental images of what the peons would do to them if they were to rise up play out in their minds for a moment, “Now we need to feed these people”

The young Baroness paused, she was very close to repeating herself but considered it a sign of weakness, a ruler should only have to issue orders once. And she'd given similar orders several months ago but before she could continue a young aristocrat from Eirdanos cut in.

“And how will we distribute this food? The House Guard is short on officers... Unless you're suggesting we deliver it ourselves?”, at his own remark he laughed and two others joined him but the laughter was short lived, and then silence returned.

“As tempted as I am to send you into a hungry mob I doubt it would be wise to send you alone to feed them. We must show the peons that we are trying to help them, not open ourselves up to attack. If they kill one aristocrat what then do they have to lose by killing 2 or 3 or 4 or all of us? No the House Guard shall distribute the food. So when we return to the star port the House Guard shall be fed, armed and then I shall lead the convoys, with your help Uncle, and feed my people.” she spared her warmaster a second glance “Uncle?”

“Yes m'lady?”

“You are now in charge of feeding the house guard, I expect you to make sure every guardsman is well fed before we depart”

“Yes m'lady”

Within two hours the house guard at the star port had been fed a proper meal and were looking better for it, though no one would say they looked the epitome of health. They stood guard over half a dozen large containers, containing enough foodstuffs to feed everyone on the construction site for two days and she'd left orders for all the other peons to be fed by the House Guard while she and Ludwig travelled the short distance to the construction sight and fed those peons.

The guardsmen looked a little nervous, but they held themselves straight and Ludwig assured her they were all good soldiers. Then before more could be said 'thopters took off and hovered over the large containers while they were secured via chains to the underside of the 'thopers.

As the work was nearing an end the Baroness and her own escort, made up of 5 guardsmen and Ludwig, stepped onto their ornithopter and waited for take off. The mood amongst the guardsmen outside the thopter was good. Most were nervous but some of the veterans made jokes while they worked and it was becoming somewhat infectious. The men were happy to be working she realised. She could well understand it, she herself sometimes felt like she was simply waiting for death to take her.

When the last container was finally secured the ornithopters began to rise and for a heart stopping moment it seemed to the young woman as though the weight of the containers would be too great for them, but then they cleared the ground and all was fine.

Then the thopters lurched forward, the Baroness checked her watch. 50 minutes ago two platoons had headed off to assemble everyone on the construction site and prepare for their arrival and she hoped everything had gone off without a hitch. If it had gone ahead as planned then about now the platoons should have assembled the peons and prepared a perimeter for the containers and the Baroness.

She was tempted to ask her uncle to get her a situation update but knew if anything had happened the platoon would have reported it, the fact was the peons were probably too exhausted to do much more than sigh.

Her brief reverie was interrupted by the sounds of life and she glanced out of her window to see a great crowd of almost a thousand people assembled, and the House Guards small line looked awfully thin. She did her best to stave off fear and look calm. Eventually the signal came that it was safe to land and the cargo containers were lowered and the wires released before her own touched down and her guard tumbled out, followed by Ludwig and then herself.

Ludwig glanced around somewhat anxiously but he said nothing, in private he had urged her not to come with him but she had insisted and explained that she thought it vital the peons saw her, and not some other ambitious aristocrat as being the one who was feeding them and who cared for them.

The commander of the two platoons came running up to her and slammed his clenched fist into his chest in salute. “M'lady the mob knows the drill, they each know they'll receive a bag of foodstuffs that has enough food to will last for two days. But they're a tad worried about where and when the next load of foodstuff with arrive”

Zoya nodded and walked towards the nearest container, “Don't worry, I shall be addressing them”. The guardsman glanced at Ludwig, no one had ordered him to prepare a platform for her and he worried he'd be punished.

“Wait here” the Baroness ordered as she disappeared from view and several minutes later appeared standing on top of one of the containers. Simply staring at the crowd until they realised it was her and a hush slowly fell. Her simple orange dress flapped slightly in the breeze but she mentally decided she looked fine, but realised she had no idea what she was going to say.

“I thank you for your patience. Every two days from now on food shall be brought to you, but only if you work for it. Tomorrow new recruitment offices shall be set up here and in the camp around the starport, these will recruit construction workers, soldiers, cooks, teachers and all the other things necessary for our House to grow strong. You will have to register as labourers, soldiers or whatever else to receive food. Anyone who does not will starve and anyone who shares food with these people will be flogged, we must all work and I shall make sure you do. Anyone found hoarding food will executed”

Nothing was said as she nodded to the officer on the ground, who opened the first of the food containers and began issuing food to the peons. Lots of greedy little hands shot out, and the crowd surged forward. Privately the Baroness feared they'd break the cordon but outwardly she spoke up again, “You are Alexins! Conduct yourselves as such and wait your turn patiently”. There were one or two jeers from the crowd but her words seemed to have calmed sufficiently for the guardsmen to begin passing out the food safetly.

Summary:

  • A delivery of food is taken to the construction site and all of the peons are given two days worth of food rations.
  • Every two days a convoy is to deliver food to the construction site to give the peons more 2 day rations
  • Only peons who are active in the topic 'Recruitment drive'* are eligible for food. The rest shall be made slaves and recieve half food rations
  • Anyone working the construction project must register in the topic 'Recruitment Drive' to be entitled to food
