well this is a fail on two counts. the standard lack of interest and participation, and because very lovely ladies told me they prefer the burlesque house idea. and if there's anything that trumps democracy, it's the inborn lechery of every male on the planet.

IMPORTANT: Catchup rulings

Tue, 03/09/2010 - 15:39
by Rulings GM (Posted March 9th, 2010, 3:39 pm)
Another status update...

Almost all rulings have been caught up and done up to an including the Jan/Feb 10.191 turn. Those that are left I have asked the GC to rule on due to their complexities and long story arcs that surpass over a year real-time in the making. Once he has the time to knock those last couple of rulings over, we will announce the next turn's deadline and we'll be moving forward with the monthly moderations again.

Title: In Umbra Nex
Type of RP: Consensual (Internal)

GM Ruling:
PAID: 300s
Approved. This can be continued to be written as the player deems necessary.
The first round of the Maskirovka recruits have graduated and taken their place amongst the Intelligence Corps of House Ordos as almost veterans. The severely harsh and competitive trials have resulted in new Agents of higher standards than is common for the Imperium, and giving House Ordos a further edge. Those that passed the trials were rewarded with the extra 300,000 solari shared amongst them, and a move likely to demosntrate to Ordosian Agents that success brings wealth.

With the first round over, adjustments have been made to the training and testing curriculum to increase the efficiency at which the entire process is operated. The addition of some of the newly minted Agents becoming instructors for the next batch will allow for lessons learned to be communicated in a much more personal fashion. It is expected that the second batch of Maskirovka candidates will be trained in a further 6 months (3 turns) and require 4 units of melange. Mentats predict that the next batch of graduates will see a marked improvement in the intelligence capacity of House Ordos.

House Ordos gains +5 to its Intrigue category pool.

Title: Accepting the Offer
Type of RP: N/A

GM Ruling:
A large number of Houses Minor have made submissions to the First Chamberlain for accepting the Imperial House's offer with the recent rise in shipping fee prices for House Corrino to cover the costs for any Houses unable to pay the required fees. Presenting the total value of the submissions to the Emperor, to meet their stated obligations in helping Houses to pay for the raised fees would cost House Corrino 710,000 solari (710s). The Diplomatic Office awaits the First Chamberlain's indication of whether the Emperor will cover the cost, or whether the Emperor wishes to push the matter to the side.

Advisors agree that the expansion of the munitions industry within the current political contexts, would be a wise move. Salusa Secondus, while an inhospitable world is not one that is widely populated. The majority of residents are Sarduakar, so there is little workforce to call on. Mentats suggest that through a combination of modernisation and expansion of industry, then the Corrinos should see a demonstrated increase in the output of munitions factories. Mentats have advised three facets for consideration:

The first facet would be the modernisation of equipment currently used. Estimated to cost 385,000 solari (385s), 15 units of Industrial Components and 3 units of High-tech Goods would modernise all of the current infrastructure dedicated to the production of munitions. Such a project would take 6 months (3 turns) to complete.

The second facet would be the expansion of current factories where possible and the new construction of factories to increase the total production capacity of the planet. This stage would require an investment of 250,000 solari (250s), 10 units of Industrial Components and 2 units of High-tech Goods. This stage of the project would require 8 months (4 turns) to complete.

The final facet is only a contributing factor if the second facet of new factories is an action taken; Salusa Secondus is a wasteland that none but the most deciated House members wish to serve on, and is not a location that can attract workers with the current estimates of the dedication of Corrino pyons. The staff any new factories built would require either 10 units of Slaves or a remuneration package that would encourage pyons to take the risk and harsh climate. Estimates indicate that it would take 600,000 solari (600s) to encourage sufficient workers to volunteer for work on Salusa Secondus.

GM Ruling:
Approved. This can continue to be written as the player deems necessary.
The Guild Bank has completed its review after some months and have identified and closed those illegal accounts which have not provided sufficient bribes to the Guild to maintain. Changes to the Guild Bank services have caused resentment amongst the houses of the Landsraad and relations are being strained as interest rates plummet. Economic advisors to the Board suggest that new avenues of capital investment be refined to allow a return of investment opportunities for the multitude of entities within the Imperium. Without the consistent inflow of the purses of the Landsraad, the Guild has far less capital to spend and continue expanding its economic influence.

(Story) Moving in

Title: (Story) Moving in
Type of RP: (story) internal faction

Story:
-So many papers. So many reports. So many people to look after. It didn't used to be like this. I used to have a life. How many months has it been since the last big push?... 9? Now I'm here. Dusty, hot, isolated....ish.... well only in that nobody actually wants to come here.-
"Uhg!" Oralan collapsed on his desk with a thunk. The grit from the dust that fell on it while it was being moved in hurt his face more than he wanted.
"You ok Faikon?"
-Why can't Frandal ever use my First name? We've known each-other for 20 years now! Hell! I was the best man at five of his weddings! I liked Parima the best, she made good pies.-
"Faikon? You there?" Frandal dropped the box he was carrying in on the desk a few inches from Oralans nose.
"What? Yeah" he wiped his face with his hands. "How are we doing with the move? Did my wines make it ok?"
"A few got broken...."
"WHICH ONES!?" Oralan was bolt up right with the chair slamming onto the floor. -Damn it! I hope it's not the hundred year old ones from Kaitain. I wanted to drink those when Susan get's here and we get settled in. WAIT! Was that the antique chair i was sitting in?- He looked behind himself to see.
"It was just a couple of the newer"-Damn it! it was. Hopefully i didn't get it too dented-"vintages from Caladan that you got 3 years ago"
-He's looking a bit haggard. Must be the heat on this world.-
"Well that's ok then. Have Duncan find a suitable place to convert into a cellar for them. Has her Ladyship sent any news yet?"
-Probably spending as much time as she can at that resort. I need a vacation, maybe in a month or two I'll go to a nice ocean planet with lots of nude beaches. Find myself a nice vixen who isn't trying to rob me and hunker down between the sheets for a few weeks with her.-
"She has sent a message saying that the gang on Ix has been subdued and will now cooperate with the rest of our organization. Which means we now have operations on every world in the Imperium. You look tired, go have a rest. Got your room setup just how you like it. Dirty."
"Yeah. See you in a few hours. Morning or night?"
"Morning"
-I hate having no windows-
"Uhg."

RP - Dishonour

by Rulings GM (Posted March 9th, 2010, 8:57 am)
Jan/Feb 10.191

Title: Dishonour
Type of RP: N/A

GM Ruling:
Due to the dishonour and shame that has been brought upon House Ziyaira by the actions of Shogun Shen, and the conduct and decisions of the young Shogun in the affairs of late, Fren Lahet, Chief Mentat to House Ziyaira has commit seppuku in protest. House Ziyaira's nobles have all voiced outrage at Shogen Shen's actions which have brought House Ziyaira into disrepute through either of the two commonly held beliefs that Ziyaira attempted to frame House Alman through subterfuge, a dishonourable act, or taking the blame for the accused House Poritrin; thereby casting aside any respect and honour for House Ziyaira.

The nobles are demanding an explanation from Shogun Shen, and if the matter is not dealt with carefully and immediately, Ziyairan society will be brought to upheaval as the traditionalist and honour bound culture of House Ziyaira is solidified at ends with the new leadership.

House Ziyaira loses 2 Domestic Respect.
House Ziyaira loses 3 Intrigue until it appoints a new Chief Mentat.

RP - Recruitment Drive

Jan/Feb 10.191

Title: Recruitment Drive
Type of RP: Consensual (Internal)

GM Ruling:
PAID: 500s, 100x Munitions.
Approved. This can continue to be written as the player deems necessary.
With the radical announcement of the formation of twenty House Garrison units, many nobles throughout House Poritrin voice concerns that the Doge will acquire further attention from the Emperor for the maintaining of such a large military. Despite the concerns of the nobility, the recruitment of twenty garrisons proceeds as directed. The military reports that recruitment was easy to begin with, but the acquisition of so many recruits is placing a burden on Training Command and they have reported that they are unable to meet the demands of training, and that Poritrin's veterans are required to be withdrawn from current units and redeployed with the new units raised just so that the units can be trained accordingly.

Mentats advise that House Poritrin is near its capacity to manage, fund and maintain House Guard units.

House Poritrin gains 20 House Guard units on Poritrin.

Note: In future, please detail in the summary the allocation of the correct funds and commodities for the formation of units and their starting location. The summary is used to give those ruling on RPs a firm idea of what it is you want. It is a place of facts, allocations and actions that we conduct preliminary assessment of for your desired outcome; not a place for the addition of OOC or irrelevant information to the RP itself, including the status of Ziyairan charters or lack thereof.

The desired increase of production output can be achieved in many different ways, but Mentats agree Stefano's approach of combined upgrade of equipment and lifestyle of workers is likely to yeild results. Experts draft up plans to meet the Marquis approval and have outlined the following routes:
  1. Upgrading the worker's quarters would cost a total of 85,000 solari (85s) and take 4 months (2 turns) to complete.
  2. The modernisation of the assembly lines would require an investment of 350,000 solari (350s) and 10 units of Industrial Components with a timeframe of 8 months (4 turns) to complete. During this period, the production output of Essen would be reduced to allow for the upgrades.
  3. Alternatively, if managed carefully and in a balanced manner to take advantage of tiered upgrades between factories, and taking advantage of the ebb and flow of worker demands, the same could be achieved without the reduction of production output but would take 12 months (6 turns), and cost 380,000 solari (380s).

Note: You cannot assign commodities to such RPs from the onset, but only in response to a ruling. From my perspective, commodities can only be assigned to RPs where there is already an established set price and requirements (such as military units), you are hosting an event to which you want add/allocate set commodities to (such as House celebrations and festivities), you are using melange to boost efforts, or you are gifting/moving commodities. Outside of those subset of RPs, you must await a ruling and indication of costs to assign relevant solari and commodities to achieve your goals.

The sudden arrival of Lady Karia on Velorum caught House Venport off-guard, and the issuing of large quantities of gifts completely out of the blue has divided the movers and shakers of House Venport as to opinion of what the Ordos are up to. While some see it as a clear move for House Ordos to gain favor amongst Venport for some as yet unknown scheme of the Marquis', others are more than happy to accept the gifts and attention of a powerful Great House. The Baronet Marcus Venport, while cordial and diplomatic with Lady Karia remains guarded, likely until he is secure in House Ordos' motives; the sudden influx of gifts out of the blue has not helped with the Baronet when combined with House Ordos' reputation for cunning and deciet. Overall, diplomatic advisors believe the trip to have created a landing for further diplomatic efforts, but caution that large acts of benevolence that is at ends with the Ordosian reputation will need careful diplomatic hand holding if it is to succeed.

House Ordos gains +2 to its Diplomatic category pool.
House Ordos gains +2 influence with House Venport.

Whilst the Ophelion contingent continues its preperations and involvement in the spygames and awaits expectantly for House Alman's latest attempt, its anxiety for the next attack as part of the games wanes as after a month there has been no action from House Alman. Upon a quick query from Ophelion senior intelligence staff observing the exercises, it becomes apparent that House Alman has remained dormant for unexplained reasons and has not committed any planning or resources to the challenge and games. Ophelion operatives attempt to make the best of the situation as they can and continued to hone elements of their training.

The plans to expand the Manager Apprentice Program to the floor workers is a bold step that some Mentats are hesitant to advise enacting. Whilst managers can be easily trained without disruption to the operations of factories, it is an entirely different story for the floor workers who will require considerable attention, training and also floor-time to develop the skills necessary for the operation of a factory. In essence, there will be double the normal workforce within a factory, and as such the risk of accidents, the speed of production and the cost of wages will momentarily be affected by such a program.

Mentats indicate that in the long-term, such a program will enable the newer factories to swing into full production much faster than traditional routes, but over the next few months whilst employees are trained in such a manner, the output of Dendron will drop, and the cost of wages will be an additional 30,000 solari (30s) for another two months (1 turn) of training.

Alternatively, the traditionalist approach will not cost anything further, and no drop in production levels will be experienced; however, it will take longer for the new factories to run smoothly at high levels of output.

The wargames of the Leontis military proceed as expected, save for some initial issues with the setup of equipment for the BCD. The first field deployment in full field exercises led to the BCD misplacing equipment, failure of the equipment to synchronise, and confusion with some of the battlefield commanders over expressed and actual authority on the ground. Review by the top tier military commanders with input from those commanders on the ground, and analysis of Mentats suggest that these issues of command and control can be ironed out with some adjustments and clarification of procedures and communication flows amongst all levels of the military. Despite its rocky start in the first few days of exercises, Leontis officers were able to make adjustments on the fly that worked and significantly improved the force flexibility and responsiveness of the Leontis units involved.

It is believed that a second set of exercises with the newer and more exhaustive policies, procedures and authority of the BCD developed as a result of the first wargames, will see a greater increase in coordination and control of Leontis forces that will become solidified into the mainstream military.

House Leontis gains +4 to its Military category pool.
