CHOAM under fire as General Plenary begins
CHOAM again is under attack from Landstraad members, as its role within the Imperuim is once more brought into question. Until recently, criticism of CHOAM's Directorship has been isolated and lacking conviction. However, its failure to regulate an economy in recession, deal with the increasing product shortages and its inactivity to respond to these issues have compelled more Houses and prominent figures to speak out.
Reports of CHOAM's activities have proved unsettling at best. As economists forecast further economic stagnation and weak growth in major markets, CHOAM has yet to intervene in any fashion. No attempt has yet been made to invest in markets or fund large scale redevelopment and infrastructure projects, such as those being carried out on Giedi Prime and Grunmen. Although there is no shortage of potential projects as many worlds recover from wars and the recent plague outbreak, their recovery has been left to other institutions to deal with. Of greater concern to the Houses, is the growing shortages in key exports such as munitions, highlighting fears that these shortages could yet spread to other goods and potentially lead to hoarding. Although the source of these shortages is yet to ascertained, calls for the control and rationing of all weapons has been met with little reaction.
With spice smuggling and hoarding on the rise alongside the memory of the disastrous shortage of pharmaceuticals during the plague outbreak, Landstraad members are calling into question the ability of the CHOAM to handle these problems. All this has led to many of its critics commenting that CHOAM is no longer an institution fit for its original purpose and that reform of the millennia old corporation maybe needed. One un-named source went further and was quoted claiming that this “bloated bureaucracy” had now become a “parasite” upon trade.
The Combine Honette Ober Advancer Mercantiles (CHOAM) was created during the birth of the Imperuim as a means of binding the House Corrino, the Spacing Guild and the Landstraad into a stable political system. Today, its official function is to maintain economic stability, whilst promoting and developing trade between the Houses. This role has lately been frequently undermined and is under question whether it is still capable of meeting these demands. The Sysselraad's have set up their own regional development institutions and funds which they are using to stabilise and rebuild local economies . The more recent dispute between several prominent Directors and the Spacing Guild over their new terms of contract, a move which some prominent figures saw as a direct attempt to undermine CHOAM, further highlights its original jurisdictional boundaries are being called into question.
With Landstraad General Plenary now in session, it is expected that CHOAM will under be under close scrutiny over its recent actions, or lack of, with many hoping that debate will provide a basis for action. However, if CHOAM continues to act as the economy drifts towards crisis, greater calls for reform may emerge.
