With the closing of the General Plenary this week, many observers walked away disgruntled with the lack of action to arise out of one of the biggest diplomatic exchanges of the year. After a week of heated debate on a broad range of issues, it appears no motions have been submitted nor any clear course of action set for the future. Whilst one of the key themes was the failure of CHOAM to regulate the markets and how to solve the munitions shortages, even after heated debate, no consensus on action was reached, with serious divisions in the assembled Houses on how to precede. Some believed a reshuffle of the Directorship was all that was needed, in contrast to a minority whom wanted munitions distribution to be directly controlled by the Landstraad, taking responsibility outside of CHOAM's remit. Yet, the only action to be taken was the decree by the House Corrino to remove the inactive CHOAM Directors, a move in limbo since its constitutional legality was questioned.
One disgruntled delegate declared that the Landstraad had become a “glorified talking shop.” He went to suggest “That the Imperuim is run entirely by one or two major Houses in unison with the Guild and the Throne. The Landstraad is just there to keep the rest of the Empire in line”.
Other topics of debate included House Teranos's concerns over the danger of “democratic reforms” that they claimed were undermining the very fabric of the Imperuim. However, their concerns were met with silence by the delegates, showing a critical lack of support for any attempt to interfere with a House's internal structure.
